I recently heard a strange story: rumor has it that Pope Gregory XVI banned railroads as "roads to hell" in the Papal States. Any truth to that?

I'm unable to find the thread, but this has come up before. Humphrey said it was true, but his holiness's objections had a lot to do with not wanting cheap goods freighted into the Papal States, which would have threatened commercial interests.

Can't tell you about the railroad to hell, but if you want to know about the Highway to hell I suggest you check out AC/DC. : )
